Is It Legal to Own a Hedgehog?

Hedgehogs are small, quiet, and widely sold as exotic companion animals, which can make them seem no different from hamsters or guinea pigs. Legally, though, they occupy an unusual middle ground. They are lawful pets in many parts of the United States, yet some states and cities prohibit them because of wildlife, agricultural, or disease-control concerns.

For most prospective owners, the African pygmy or four-toed hedgehog is the species encountered in the pet trade. Whether you can keep one depends mainly on state and local law. Florida and Massachusetts are relatively permissive, while California and Georgia prohibit ordinary pet possession. Federal law matters more when hedgehogs are imported or sold commercially.

Is There a Federal Ban on Pet Hedgehogs?

There is no general federal ban on keeping a hedgehog solely as a household pet. USDA APHIS treats hedgehogs as small exotic companion mammals, and a person who buys one only for personal use and does not sell or exhibit animals is generally outside the Animal Welfare Act licensing requirement.

Breeders, dealers, exhibitors, and other regulated businesses may need a USDA license unless an exemption applies. Federal licensing does not override state or city bans.

Florida Allows Hedgehogs Without a Wildlife Permit

Florida is one of the more permissive states. The Florida Fish and Wildlife Conservation Commission specifically lists hedgehogs among animals that do not require a personal-pet permit.

Commercial sale, exhibition, importation, and local animal-control rules can still involve separate requirements. But ordinary home possession generally does not require a Florida captive-wildlife permit.

Massachusetts Also Allows African Pygmy Hedgehogs

Massachusetts expressly lists the four-toed, or African pygmy, hedgehog among mammals that may be kept without a MassWildlife permit. The exemption is species-specific.

That makes correct species identification important when state law names only certain hedgehogs as exempt.

California Prohibits Hedgehogs as Pets

California takes the opposite approach. The California Department of Fish and Wildlife identifies hedgehogs among exotic animals not allowed as pets. Restricted-species permits are for limited purposes such as research, exhibition, education, or shelter, not ordinary pet ownership.

Buying one legally elsewhere does not make it lawful to bring into California as a personal pet.

Georgia Also Restricts Hedgehog Ownership

Georgia is similarly strict. Its Department of Natural Resources lists hedgehogs among regulated wild animals that generally may not be kept as pets, and its wild-animal licenses are not issued merely for pet ownership.

A species that is common in the pet trade can therefore still be prohibited by a particular state.

Can a City Ban Hedgehogs Even if the State Allows Them?

Yes. Local ordinances can be stricter than state law. New York City, for example, includes hedgehogs among prohibited insectivorous mammals in its Health Code.

Owners should therefore check city or county rules and lease restrictions as well as state law.

What Rules Apply When Importing a Hedgehog?

Importing a hedgehog from another country is a separate legal issue. USDA APHIS allows imports only from regions meeting federal animal-health requirements, with inspection at an approved U.S. port of entry.

USDA also warns that some states and municipalities prohibit hedgehogs. Federal import permission does not create a right to possess one at the destination.

What Happens If You Own a Hedgehog Illegally?

Penalties depend on the jurisdiction and may include removal, fines, confiscation, or other enforcement. Import violations can create additional federal consequences.

Legality should be confirmed before purchase rather than relying on a breeder, pet store, or online seller.

The Bottom Line

Yes, hedgehogs are legal in many parts of the United States, but not everywhere. Florida allows them without a personal-pet wildlife permit, and Massachusetts permits the African pygmy hedgehog without a MassWildlife permit. California and Georgia prohibit ordinary pet possession, while cities such as New York City impose their own bans.

Before bringing one home, identify the species and check state law, local ordinances, and any import requirements. Availability for sale does not guarantee legal possession at your address.
